[Bedrock] Hotbar scrolling using bumpers on controller

In previous console editions of Minecraft, holding down one bumper would scroll through the hotbar.

Ex: Holding down RB would scroll right on the hotbar

Just a small feature I miss from the console editions

Yes! Having to constantly click the right and left bumper to move through the hotbar gets so tedious, not to mention my finger gets sore :(
