This might be a bit of a problem with lag / game design but im still going to try and suggest it. The nether is a really pretty biome if you just change the pallette from a redish/hellish design to something more casual like blueish/greenish. What my suggestion is, is you can start to put something like for example bone meal on netherrack thats in the nether and it slowly starts turning it to dirt. The dirt slowly starts spreading and changing the biome into a completely seperate one. (e.g. forest biome.) The dirt will spread around and will convert all netherrack to dirt/grassblock, Unless its 3 blocks under in which case it will turn netherrack to stone. Any quartz ore will be converted to a random ore (likely iron or coal.) and will have stone around it instead of grass/dirt. Animals will start spawning naturally and will slowly start becoming a new biome. The fog can change to a more of a blue fog maybe something more surreal like a green fog. Water will become placable in the chunks that have been mostly terraformed and trees will naturally start spawning. Feel free to add on suggestions in the comments. A good way to fix the problem of it lagging a server is by making it so it has a limit of 3x3 chunks before you have to manually start fixing more of the nether. Nether fortresses are converted to quartz and pigman are converted either into normal zombies or just pigs. This is all up to preference and would have alot of potential.
