How would this even work for servers?

at first i thought "this" but then thinking about it a bit more i dont think it would work out that well, cause AFAIK you need OP to be able to execute data packs (or enable them at least) plus this could cause some problems on a server with a poor/no mod team

They should stay separate, datapacks should just also be able to store all of the textures, etc

It would probably include the resource pack as one of the server resource packs.

The datapacks could simply be activated by the server.
If the datapack available in the resource pack is not explicitly enabled by the server, it does not work.

This could allow Mojang to create a way to add items and blocks in datapacks without a separate resource pack. It's essentially a watered-down mod at that point so why don't they add it.

I think that we don't need them merged, but should have something like Bedrock's Dependencies System where a Datapack/Resource Pack will warn the user that it won't function properly without another Data/Resource Pack.
