I mentioned this in a comment on my other suggestion as a solution to identical locked maps not being stackable, however even ignoring map art entirely I think it would be a useful feature. Basically, we need a way to recycle filled maps back into blank maps. This could be done somehow on a cartographer table, maybe a cauldron or something. At the very least it could destroy the map and give us the compass back. This would not only solve the backwards compatibility issue with locking maps but would also give a use to buried treasure and woodland mansion maps after their respective location has been discovered.
