Shipwrecks and underwater ruins give the underwater part of the world variety and flavor, and they give players a reason to dive into the deep in search of treasure. They are a nice addition, but they are currently far too common and accessible.
These structures should be harder to find, or at least harder to reach. When they generate near or above the surface players can easily raid them with no gear, and without really exploring the ocean. They also tend to be easily discoverable by any player who happens to be riding by in a boat.
I suggest lowering the height these structures spawn at, and making the ocean floor next to impossible to see from your boat. I also suggest adding a mob (a giant crab, maybe?) designed to guard these structures from looting. The drowned make the ocean interesting for sure, but they are really slow and don't actually try to guard loot.
This is part of a larger suggestion to address the ease of accessing lootable structures.
