Phantoms should have a rare drop and spawn in waves.

so i was thinking that phantoms should only spawn on thunderstorms or have their own event where in 9-23 phantoms will spawn near you and will try to attack you or villagers who are not sleeping. This would be great by increasing the rarity of phantoms but a good side is they should add a new item that can be dropped from phantoms called phantom skulls where in if you wear it you get infinite night vision but 0+ armor as well as the ability of endermen and phantoms not being hostile to you. Phantom skulls should have a drop rate of 3.5% and can be repaired using phantom membranes
