If a locked map has the exact same pixels and location data as another locked map, there's no reason for them to have separate map IDs and become unstackable. This is also in the interest of backwards compatibility regarding mapart. If I have 10 copies of a map and I want 10 locked copies instead, I can lock the 10 copies individually, however I will be left with 10 copies of the same map that do not stack. The other option is to lock 1 copy and then make 9 new copies of the locked map and have a useless stack of 9 unlocked copies in addition. There's also the problem of players locking maps in their own collections, if one player gets copies of a locked map from another player, they will be unstackable with that players copies of the map.
