when it rains or thunder make it where the water goes on the ground

Make it so when it rains the water goes on the ground and sorta floods (depending on how long it rained)

if it rains for a long at least have 3-4 blocks filled with water. if it rains shorter half a block or so. I think this would make minecraft more realistic.
