Remove the Ender Pearl cooldown

Now hear me out, this isn't just "new feature bad, me no like", this is a legitimate criticism (and yes, I know it's been several years since the nerf happened). The ender pearl cooldown seems unnecessary and limiting to me. The fact that ender pearls cause damage when they're thrown is a much better deterrent from abusing them in my opinion, because it gives a consequence to overuse, instead of just preventing it. It's better to have risk/reward than to lack the ability entirely. If ender pearls must be nerfed, a better solution would be to just increase their damage.

    Seems fair.
    If I had to guess the cooldown might be there to stop people enderpearling from the end island to the outer islands. But I'm not sure.

    IMO, the cooldown doesn't really add anything to the game experience. It just makes it less fun.
