Kelp was an overall great addition in 1.13, however I do feel there is quite a large issue with kelp that should be addressed.
When an ocean chunk is newly generated, the kelp generated have various ages between 0 and 25. If the age is under 25 the kelp continues to grow until it reaches the age of 25.
If you spend a lot of time near ocean chunks, for example if you build a base on an island or underwater, the ocean becomes cluttered with extremely tall kelp. This creates a disparity in oceans between the areas the player has spent a lot of time in and the areas the player hasn't been much. This disparity is extremely out place, especially considering when the player doesn't even interact with the kelp. Why would the ocean vary such much from its natural self, just because the player was there? The extremely tall kelp is also difficult to see through and makes the ocean feel cluttered ruining its aesthetics.

I suggest to make newly generated kelp always have an age value of 25. This prevents kelp from growing after it is generated, so the ocean will stay how it was natural generated even if the player is there. Kelp placed by the player will still have a randomised age value just like usual, so the player can still grow kelp if they want.
