Haunted Forests!

Add Haunted Forests! The haunted forest would be very similar to the forest biome, but with a few differences:

1. It has a light level of 0-3 at night, and 3-7 during the day, so that monsters always spawn.
2. It rains more often, and when it rains, it storms.
3. The trees are all dead, with no leaves.
4. Phantoms spawn whether you have slept recently, or not.
5. There are more wolves than usual, but they are always agitated.
6. You can find passive mobs as well, but they all run away from you, no matter what.
