Make "Too Expensive" from anvils a gamerule

    Why should there be a limit to it at all though?

    I don't see any reason that the game should force you to eventually lose an item (unless it has Mending on it). I think the way XP works with Anvils should change, so that it only gets more expensive based on how many Enchantments are on it. So Repairing an item would be more expensive depending on how many Enchantments are on it, but it wouldn't add to the cost of it.

    (and renaming something should always be cheap, like 1-2 levels, and also wouldn't add to the cost)
