I understand that completely removing "Too Expensive" would be overpowered, especially on big multiplayer servers. But im suggesting that it should be a gamerule.
It's always saddening when you get almost every enchantment that you want on a piece of armor or a tool, you only have one more to add, and it's "Too Expensive". All of that hard work and you can't add the last enchantment.
Having this be a gamerule such as "anvilLimit" We would be able to increase the amount of levels that an anvil allows. As of right now, it only allows 40. Either that or we could turn it off entirely.
I don't believe this to be as gamebreaking as other people and other posts on this website say, because to get all of the enchantments you would need well over 200+ xp levels. With all the grinding that's involved, i think its a good trade off.
I believe that this would be a nice feature for singleplayer worlds and small servers with only a few people on them.
