A new effect called Weighted will make players with elytra stop and unable to fly, sink swimming players to the bottom, and prevent grounded players from jumping. An amplifier of 0 uses normal gravity, so players fall/sink at normal rate. Higher amplifiers increase the speed. It would only be available through commands.
