When you place a slab on another slab, you get a double-slab, but when you mine the double-slab, you destroy the entire block. The suggestion is this - instead of mining both slabs at once, you will only mine the one you are looking at.
So if you mine the double-slab by pointing at the top half of the block, it will drop one slab, and the double-slab will be turned into a bottom-half slab.
Vise-versely, if you mine a double-slab by pointing at the bottom half of the block, it will drop one slab, and the double-slab will turn into a top-half slab.
This has nothing to do with putting slabs of different block types in the same 1x1 block space (which is a feature that has been declared wil never happen), this is about what happens when you mine a double-slab, which you get by placing two slabs of the same type on top of one another.
