Revised combat idea - Intrinsic Tool Properties/Hitstun
Something that I thought of to balance the 1.8 and 1.9 combat camps; instead of each tool having a cooldown property, each tool instead has a hitstun property. You are able to spam-click, which makes fighting groups of mobs/players easier, but each weapon has a hitstun property that, when attacking, gives each mob/player varying amounts of invincibility frames (the time where the mob/player flashes red and cannot be damaged further) depending on the weapon, which means that knowing when to land your hits becomes important as well.
On the topic of tool properties as well, each tool that can be used in combat could be given additional properties to balance them out as well. Swords could be well-rounded without any major gimmicks and have decent hitstun and damage output; axes could have slightly more hitstun and slightly reduced damage, but be able to do additional damage/stun to shields; pickaxes could do additional armor damage to poke through opponent's defenses; arrows could have lower hitstun to make a barrage more effective against a well-armored opponent; etc.
