For the longest time, if a sand, concrete powder, or gravel entity were to fall onto a fence post, it would sit on there and float as an entity. While this may have been considered to be a glitch at first, many builders and tech users have made productive use of this.
For instance, this is the only way to make something that looks like a concrete powder slab, and it's also been used to make what appears to be a vertical slab. Tech users have made extensive use of this feature to as a way to transport gravity block entities.
If the glitch had been fixed long ago, then nobody would be bothered. But it's been in the game so long that many people have come to RELY on it. Use in practice is very important to conscientious game designers, particularly for sandbox games. Since these entities don't cause any more lag than item frames, there's no advantage to removing this feature. There is only the disadvantage of preventing people from upgrading to 1.14, because their machines break, and their builds will no longer look right.
This is a heavily used feature. Please Minecraft developers, please put it back.
