This "Ice Sheet" would look like and function as follows:
It would have a thickness comparable to carpet or a trapdoor, but would form in the top part of a water source block. This ice would form naturally waterlogged and players/mobs traveling atop it would be at danger of falling into the icy waters if not careful.(running, jumping, etc.)
These ice sheets would form at a slightly higher temperature than normal ice and it can turn into a normal block of ice if it has formed in an area cold enough to support it.
Alternatively, these sheets of ice could have a similar function as to the snow layering(but less observable) The lower the temperature, the thicker the ice sheets can form(and the safer they are to travel on), up to the normal one block thickness of ice. This ice should be more or less difficult to break depending on how thick it is. I believe the option in this paragraph to be the better, if/when snow layering is fully implemented.
