Paid enchantment table re-roll of enchantments

An upgrade to enchantment tables to re-roll the selection of random enchantments to an item but for a payment, maybe 3 diamonds or so.

    Currently it re-rolls the enchantments for all item types if you enchant any item, so the cost is already just 1 book or 1 equipment of choice + lapis + EXP
