Horses are, and have always been, more of a liability in combat than an advantage. Why is that? If, for instance, a mounted player charges a zombie with his horse, the zombie should be hurt, not the rider.
I propose a revisit of mounted combat, to make horses an advantage in combat:
Naturally, how horses are ridden normally would need some updates - There are some already suggestions on how that could be done, but what I think would be best in terms of combat is for the direction you face not necessarily deciding where the horse is facing. Instead, if the strafe keys controlled the direction of the horse, it would free up a player's reticle to target enemies in passing.
Secondly, horses should be able to trample mobs underfoot without the mob hurting the player riding them, as I said in the introduction.
Thirdly, attacks with swords on horseback could become sweep attacks, which would damage anything on that side of the horse. Perhaps there could also be a damage boost based on how fast you're moving.
These changes, if implemented, would make give horses an edge over minecarts - While they might not be as fast, you can't fight mobs very well if you're on rails. This would also add an extra layer to PVP combat.
