While traveling, players often like to take notes in a book to record coordinates, observations, etc. However, the book and quill is not the most effective notetaking device. You have to select the book, open it, flip to the page you want to write on, then click on it and start typing. Additionally, it obscures your vision. A notetaking scroll could drastically reduce this time-consuming process. When the scroll is in your off-hand, you can simply press "k" to open a sidebar where you can type your notes. When you're done, you can just press the close button and continue your journey.
The scrolls would be crafted from one paper and one black dye. They'd be the length of one page in a book. When combined with a book in an anvil, the scroll would replace the first blank page in the book.
Obviously this would work a bit differently on mobile devices. The item in the off-hand would have to be added to the hotbar. Then, you can just tap the scroll in your off-hand to open the side bar. The keyboard would automatically pull up for you to type with.
