Standing on top of Beacons gives you Levitation

This is a simple idea that would add a bit more usefulness to beacons.  When you stand on top of the beacon block, you will be given the levitation effect.  When you move so your are no longer above the beacon block, the effect will immediately be removed.  This would be useful for taking off with your elytra and much more.
