Regenerating

The terrain will change over time. Like if you go away for a long time and come back after like six Minecraft days. a tree might fall down by that time.
Or more mobs have spawned.

The purpose of minecraft is to offer a sandbox world where the players control most of the actions. Having passive regeneration sounds nice and realistic, it could cause all sorts of problems for people who plant huge forests by hand only to come back some days later to find it's all burned down in a fire.
