[Bedrock] Packed ice should be mined at a faster speed w/efficiency

In the java version of the game, efficiency lets you insta mine packed ice, yet on the bedrock edition, no matter what efficiency level you have on your diamond pick/tools, the mining speed feels exactly the same as non-enchanted
