There are a lot of items you really can't get a hold of (at least in usable quantities) in Peaceful mode, even if you raid every temple and dungeon you come across. A lot of suggestions to fix this involve adding new blocks, like fossils for bones and sulfur ore for gunpowder.
Instead of that, what if Peaceful mode still spawned every mob it normally would, but they just don't fight anything? Skeletons and Creepers still show up as often as in other difficulties, but they don't try to attack you, even if you attack first. Zombies don't even try to kill villagers (this is "peaceful" mode after all).
This new Peaceful mode solves a few issues:
a) every player will have access to every drop
b) switching to peaceful mode doesn't kill mobs with nametags like it does now (no more missing pet creepers, plus structures like igloos will make sense even in peaceful mode)
The only downside is that it makes it harder to outright prevent hostile mobs from spawning, but with the gamerules we have access to, it isn't that much more difficult.
