Currently you can only tie a lead to a fence if it's also tied to a mob. Leads are useful now as is, however their usefulness can be expanded upon by this one simple addition. A builder building, say, a city could use them as telephone wires. You could create a "construction site" using leads to block off areas as if it were construction tape. You could create a queue path as you would see at a bank or store, perhaps.
Perhaps these leads could act as simple barriers for the blocks their in, making someone have to jump over them to get behind them... or they could run through them and break the lead from the fence. Whether you want to burst in or sneak in could be up to you, the player.
Whatever the use, I believe this can further expand Minecraft's already expansive building potential, and would make a very fine addition to the game.
