As Elytras currently stand, they are a finite resource. World generation only goes so far (granted, it takes a lot to reach the limit), or some players may only have access to a certain amount of chunks, whether it be server limits, memory issues, etc...
Elytras are ALSO subject to anvil work penalties, meaning the following becomes an issue at some should one use their Elytra a lot:


This means, that technically at some point, Elytras are no longer usable outside of illegitmate methods. One can craft two Elytras together to wipe their anvil work penalty, but that doesn't help their finite resource problem. The only way to circumvent this is with the Mending enchantment, but it could still be too late once one realizes this, and is a weird case in itself. It may not come into play on some worlds/files, but it can on some. I propose that Elytras become an exception to the anvil work penalty, whether they always cost a static 39-or-less number, or their repair cost caps off at 39.
