Minecraft has a lot of blocks, but what if they had more? Why do we need them? Please don't just add lists of things - these will be marked as spam and removed! Also, no furniture, guns, or vertical/"sideways"/"upright"/"standing" slabs (yes, we see you).

    I was thinking the same thing. This will really help deal with the whole griefing menace on servers.

    I would like something like this. There are other features that could be added - excluding the owner, anti-mob-spawning, etc.

    I would suggest, to use splash potions. Maybe for each layer, you can put in one potion additionally. If you put in multiple potions, the effect could add up. It may make the beacon a bit over powered, but you could just make it cost more. Like 32 of what ever ore for example. It would just make PVP way better, especially, if you could go like crazy insane, put like 4 Splash potions in one beacon, each with level 3, you would already have mining fatigue 12. It would be impossible in that area to even mine a lever and make redstone safe on multiplayer servers. Especially if you would build with obsidian and Iron blocks. You of course would need to add the mining fatigue potion, but in total i think it isn't that much of a change, if the effect of beacons is selected by potions (splash potions for being more expensive than normal ones) as not many people use beacons currently, but it would just make there usecase bigger.

    I like this. You'd want to have several options for who it effects to make it the most useful.  In team games the ability to have it effect other teams might be cool, have it effect hostile mobs...  any player other than the player who placed it...

    The question is how to make a gui that makes sense and isn't too overwhelming.

    it makes sense to add it to the beacon to provide incentive for other players to attack such bases
    otherwise resources may be hidden and practically impossible to find

    Beacons seriously need an overhaul with this and the ability to use tinted glass to make the beam invisible above it.  When the Trial Chambers were being worked on, I thought it'd be cool if there was a mining fatigue beacon in the heart of the chambers.  Many rooms with loot chests (now vaults) would be closed off with grate walls.  This way, they could only be broken through when the player reaches the heart of the chambers and disables it.
