First off most people want at-least some change to the system, I thought of some changes to improve the current system with a huge open ended opportunity for additions.
Enchantment Pools are a change to how the enchantments are handled in the “Enchanting” Process, both in the enchanting table and in the creation of enchanted loot.
Base Enchantment Pool: This is for the broad and larger enchantments, such as Efficiency, Sharpness, Protection, Unbreaking and the variants of those enchantments, these are available in the enchanting table without lapis, but you still need the required levels and the level of the enchantments are still handled like they are currently (more book shelves, higher levels)
Secondary Enchantment Pool: This is where most enchantments are, they are applied in the enchanting table through adding lapis, and on loot they can be moderated as well.
Specialized Enchantment Pool: This is for any enchantments that might be too powerful to be obtained normally though enchanting, but still don’t seem to merit it being a treasure enchantment. To obtain the player uses a gold ingot instead of lapis (meaning no secondary enchantments can be obtained during the enchanting). This could be enchantments such as Channeling or Infinity.
Treasure Enchantment Pool: This is for enchantments that are not meant to be obtained through the enchanting table, such as mending and frostwalker, However unlike currently it doesn’t contain “Curse” Enchantments.
Curse Enchantment Pool: This contains any Curse enchantments, which allows them to be handled differently then the traditional treasure enchantments, for example different loot could have a higher chance of getting curses than treasures.
Trade Only Enchantment Pool: Though there is nothing in game currently for this pool, it might be interesting with the upcoming update to have a special pool for trades to access, giving the player more of a reason to try and find villages!
Other Changes that I have for enchanting are:
Adding 3 material slots (For making the exp and lapis levels separate instead of interdependent).
Coal can be used in the enchanting table to get curse enchantments (or something that allows curse enchanting, because Curse enchantments are very lack lustre and can be easily avoided and not even be a part of an average players gameplay).
Enchanted loot from fishing has lower level enchantments then currently.
Villagers either won’t sell Curse enchantments or don’t sell them at double price like Treasure enchantments.
