Crafting
They can be crafted via 5 pieces of iron in a cross shape on a crafting table. This would make 8 shurikens for use.
Also, you are able to put any type of potion in the center instead of a piece of iron for 8 weaker but effect transferring shurikens. For example, you could put a potion of slowness in the center and it would slow down enemies, granting 4 uses. Splash and lingering potion shurikens are single use, for the reason that it would basically be multiplying the splash effects.
Potionified shurikens only have 1/4 the duration of potion as the potion itself.

Enchanting
Shurikens can be enchanted with the following enchantments on a enchanting table: Power, Bane of Arthropods, Smite, Flame, and Loyalty
They can also be enchanted with Punch on an anvil.

They'd look like this or something near this. If they have a Regular potion built in, center is that color. Splash potions have the edges colored slightly towards that color, and Lingering potions have the are inside the border but not the actual empty center colored plenty towards the potion's color. I'm not a pixel art master, made this in 5 minutes. Better pictures in the comments.
Damage
Deals 1 heart damage at a range, with a 1 tick cooldown. In melee, deals .5 heart extra damage.
Durability
Can be thrown or used in melee up to 25 times, unless as stated before has a potion built into it. Regular potion shurikens have 4 uses, Splash and Lingering potion shurikens have 1 use.
