Enchanted Tomes

Enchanted Tomes would be a variant of enchanted books but they aren't bound to tools. Instead, they can be used as tools or weapons. Some examples are a tome that shoots fire charges or a tome that briefly buffs mining speed (with a cool). Each tome should have visual differents (for example the fire charge tome could be red with a fire charge on the cover).

How Are They Obtained?

Currently, we get enchanted books from the enchanting table. I think enchanted tomes should be made in an enchanting table but the bookcases should be replaced with something else (maybe a new block or in a special environment)
