In part 3 I had the list of new normal potions, but there is a big problem. PVP servers might still want the one effect potions, and we all know what happened with 1.9 (although I liked it and wish it came to PS4). But no need to worry, because my concept has the answer, which does not just fix that but makes sure there a hard thing to get in survival (because they would be overpowered in the new potion system) and it even gives a new use to dragons breath, which its only use is to make lingering potions and tipped arrows. And that answer is (drumroll)...Dragons milk! let me explain. In the concept, if you put a bucket of milk in the middle of a crafting table with 8 dragons breath around it, you get dragons milk (you also don't get a bucket back because the dragons milk is still in the bucket). Now when you drink dragons milk it takes away any negative effects but keeps the positive ones! This is extremely overpowered, but because you need 8 dragons breath, its not too overpowered for how rare it is. But the best part is that if you put it in a brewing stand with a potion, lets say a potion of healing, you will get a distilled potion of healing,which only gives you healing with no hunger 2! and this works with any positive potion! add dragons milk and it becomes a distilled potion. There could also be distilled splash and lingering potions as well. but if you add dragons milk to, lets say poison (which gives you poison and night vision) you will get a distilled potion of night vision. This means that you can put dragons milk in a brewing stand with a potion of harming (which gives you instant harming and saturation), You get a potion of contentment (saturation), a new potion!
