I was recently fishing in a 2x2 pond and it seemed to be faster than fishing in a river like I had been doing. Even though fishing in the river is the more realistic and would actually give you access to more fish and loot.
So my proposal is that the rate of a "fish" being attracted to your line diminish in anything that is less than a certain area. A reasonable fishing pond is at least 5x5 and two deep, so 50 connected water sources in a minimum of a 5x5 surface would yield normal results. Someone who doesn't have access to buckets only needs to find a river, a pond, or expand a too small pool in such a way to cause new sources to generate.
If the bobber is not in a 5x5 surface of a body of water, the rates are reduced. They are further reduced as the surface the bobber is in shrinks and the total number of connected water blocks are reduced.
This would make automatic fish farms much less productive and encourage manual fishing in a realistically sized body of water.
