This dimension's portal isn't really creatable and only be found in ocean monuments (since ocean monuments has only one treasure: the gold blocks), and this can be only activated with 6-9 Heart of the Sea, because heart of the sea has only one use to craft conduit.
What's inside the dimensions.....
In this dimension you will need a bunch of conduits or water breathing to go further, we may encounter bunch of coral reefs, inverted ice spikes or icicles, more blue ice, kelp, sea grass.
We may also founds lots of prismarine ruins there that has a loot of prismarine shards and crystal, enchantment books, cods, salmon, aqua ore, aqua powder (these two will be told later)
Collect aqua ore to make aqua tools, weapons, armor, that will boost your breaking speed by 50% in water if you don't have any aqua affinity. Aqua Sword increases damage underwater but not in the ground, just like impaling enchantment if you don't have it...
Aqua Armors: Aqua Helmet will make breath longer than turtle helmet, Aqua Chestplate will inflict less damage to player when hurt by aqua mobs, Aqua Leggings will make you resistant to bubble columns, and Aqua Boots will make you swim faster.
The guardian and drowneds will be common everywhere.
New monsters: Aqua Blaze, Loosened Skeletons....
Aqua Powder will be gained only when killed a aqua blaze (got idea because of slimes having fire type: Magma Cube) only in aqua dimensions this can use as fuel to increase the speed of brewing stand or use this as brewing recipe to make potions upgrade without limits
Ocean floors will be ice, sand, prismarine, blue ice, packed ice, gravel, the ceiling is the same but without sand and gravel.

Prismarine ruins - blocks here will be prismarine with great treasure
Aqua Ores - Smelt it to craft Aqua tools,weapons and armor that is increased damage or breaking speed only when underwater
Aqua Powder - boost brewing stand and upgrade potions without limits
Inverted Ice Spikes: Be found at the ceiling
Ice shards: snowball like crystal that can be used throwables underwater other than trident
Mobs
Aqua Blaze: Shoots you ice shards
Drops: Aqua Powder, XP 2-6
Loosened Skeleton: Uses bows underwater with the ammo of ice shards, 7% of having a trident
Drops: Trident, bow, ice shards, XP 1-3
I don't know what structures to be there other than Prismarine Ruins..
