Happy ghasts are found "dehydrated" in the Nether.
First, this implies they are generated with water, or that once they spawn they need water to grow, but there is no water in the Nether, so regular ghasts contradict the existance of happy ghasts. They don't have a harmonical relation with their surrounding, because they need a resource they could normally never obtain to become large ghasts. Nether lifeforms are implied to exist without water, which to us seem weird because IRL, all life is made of water, but in the game, it can be the case that life may exist without water, and so it makes sense they don't ever dehydrate.
Not only that, but they are giant ghosts, and their appearance does not match the overworld at all, and they are absolutely going to be everywhere, because easy flight is that valuable. There is an aesthetic issue with allowing something so dissonant to be located in the overworld - it does not fit the theme of the dimension.
Besides, happy ghasts seem like a parody of the ghasts, which have been one of the most iconic enemies of the game. It feels straight out of an April Fools update, and their goofy appearance seems to be like a desperate attempt to make them as likeable as possible, which to me has the opposite effect.
