How about adding Pale Garden at the end?

I think adding Pale Garden to the end dimension would be the best option. Because if we add this to the end, it could provide good content for users who have already obtained the outer wings and have no more content to enjoy.

    To me, it's fine as an Overworld biome. I'd rather the End have its own overhaul of more (and fitting) content than this small addition.
