Hard difficulty is not very hard, especially if you use shields often. Sure, the cost of mobility is something to consider, but to patient players, the shield is often more important than armor. Having hostile mobs naturally spawn with axes at a small chance (as common as spawning with swords) would be a very rare occurence that would keep players alert to the possibility that they might still be hit. Even well-geared players would need to pay a little bit of attention when clearing large groups of mobs. The prospect of having your shield be disabled for just a few moments is enough to make players not constantly underestimate the world, which is a boring sensation of over-powerfulness.
