Layer under bed rock

They should add a layer under bedrock with More ores and different mobs and it should be a lot darker then other Minecraft caves to mine the bed rock you would have to use a netherite pick axe

  I don't think theres suppose to be a layer under bedrock because that's were the Nether is. Or Just a void.
