Late to the party, but this is my idea for the Librarian rebalance.
The two biggest issues are, imo, locking mending behind something not guaranteed to be accessible, and that moving villagers long distances isn't fun for most people. So we need to be able to target trades, and avoid potential 10,000 block villager trips.
My solution is to turn Mojang's biome villager idea into item form. Flowers. I propose adding new flowers to target trades.
You would find the flower you want, then combine it with a book to press the flower into a bookmark. Then you take that book and combine it with a lectern which would determine the trades of the villager who claims it, much like the biome does with Mojang's idea. You could have flowers for a specific set of items, like for mending, and flowers that do a wider variety of enchants. Crossbows or Tridents, for instance. I would recommend against removing max level trades, but you could, perhaps, offer the entire range instead. 1-4 for the protections, etc. Keep a little lectern breaking for old time's sake? Maybe a wider list of lower-tier enchants for empty lecterns?
I think this would encourage exploration to find the flowers necessary, and cut back on RNG with minimal annoyance, as well as allow new flower and lectern designs.
You could also give the flowers to the Wandering Trader to support other game modes.
I feel this would balance what Mojang are trying to do and the needs of the widest variety of players. Thanks for taking the time.
