Mod loaders should, instead of crashing the game, ignore the incompatible mods or mods that have failed "download".

Mojang does not handle mod loaders. They are 3rd party. This category seems to mostly be for datapacks, but is labeled as "Scripting and Mods" so I understand the confusion. This category is really weird.

JAVA MODDING API PLEASE
