First up, there should be a trinket slot to keep this equipment. Putting it in that slot activates it when needed. We already have a lot of people requesting a new slot.
Second of all, it doesn't make sense that evokers drop Totems of Undying. Why drop it instead of using it? They should instead drop a Totem Template Item that lets you craft totems. They also have a 50% chance of dropping a Totem Rod instead. One totem and two rods make a Staff.

Crafting:
Depending on what the crafting ingredients are, the totems can be:
-Undying (Via ghast tear): Revives you.
Staffs only work when on full durability. On use, staff durability is reduced to 1. Durability regenerates naturally over one Minecraft day.
-Vex (Via Quartz): Summons a tamed vex. Vex health is equal to totem durability. Vexes can be right-clicked to return to their totems, regenerating while inactive.
Staffs can summon up to three vexes, all sharing one large health bar. This means their health is interconnected.
-Flight (Via Elytra): Lets you fly like in Creative Mode.
Staffs let you sprint-fly.
-Projectile (Via Shulker Bullets, a new shulker drop): Projectiles you shoot will lock on to targets. Totems have durability.
Staffs shoot the projectiles themselves. They give extra speed to projectiles that don't require bows/ other items.
-*Potion Effects*: Use to give the effect to you or others (aim it). Totems are consumed.
Staffs instead have durability.
