The protection enchantment is often called overpowered for the 64% damage reduction from full protection VI. Furthermore, it makes the alternatives (fire, blast and projectile protection) nearly obsolete.
While I know there have been many suggestions for ways to balance the enchantments, the way I have thought of is to make the protections non- stackable. What I mean by this is that each piece of armour gives you a 16% damage reduction (standard protection) or a 20% for the more specific variants. Rather than having these values stack (full protection VI giving 64% reduction), it could instead be made so that you only get the effect from one piece of armour with each kind of protection (you only get 16% from protection, having it on multiple pieces of armour is obsolete).
Since there are four kinds of protection, it would make all four kinds useful. It would also solve the issue with overly-strong players in pvp, or making the late game "too easy" as some people complain. It would also add more interest to elytras and chestplates, since you would have to choose which protection you value the least.
