Wandering Traders should be overhauled into a similar fashion as Villagers were in 1.14. With the 1.21's Rebalanced Librarians, I imagine the Wandering Trader could be balanced similarly:
1. Similar, albeit stronger, spawn requirements: Wandering Traders only come to trade to other villagers. Will arrive in a village if there is an available bed for a set time (probably number of ticks). Still requires the player to be near a village. A "Trader House" has a chance to generate, within Villages as well.
2. Biome-conditions: Traders have a trading pool depending on the Biome they spawn in. This can define what the trading pool can look like. Traders never have the same profession as the biome the spawn in.
Alternatively, the different trader professions could instead be grouped by types of biome, which can be found on the Minecraft Wiki. The trader's pool of items are from the biome groups. They are as follows:
Non-land biomes (The Oceans + Mushroom Field)
Highland biomes (The Peaks, Groves*, Windswept Hills; Meadows + Snowy Slopes)
Woodland biomes (The Forests*, Taigas, Jungles)
Wetland biomes (The Rivers, Swamps, and Beaches + Stony Shore*)
Flatland biomes (The Plains + Ice Spikes)
Arid-land biomes (Desert, The Savannahs*, The Badlands)
Cave biomes (Deep Dark**, Dripstone Caves, Lush Caves)
*Grove, Stony Shore, Windswept Forest, and Windswept Savannah have basically nothing to offer.
**Exclude the Deep Dark, probably
NOTE: This update would require tweaking to current Village(r) mechanics.
