New mob and upside down rails

I would like a new mob, an ice cream mob, and two new items; Cream mob: an ice cream mob that throws shaved balls, spawns in snowy groves and snowy places. Shaved Balls: can be crafted by ice & any dye;can be thrown. Ice cream:crafted by shaved balls and bread; gives 5 health back. And why can't rails go upside down? I am trying to make a roller-coaster, and it just doesn't feel thrilling without loops! PLEASE MINECRAFT DEVS ADD THIS TO MINECRAFT!!!!!
