Potions are a great concept. However, they are too difficult (for casual players) to get early game, and a bit too obsolete in the late game. They can be made more relevant by allowing them to stack to 16, but even that is just the tip of the iceberg. In my opinion, the thing that would help potions the most is adding tiers to the brewing stand, brewing fuels, and potions.
Similar to how tools scale from wood to stone and so on, there should be at least a couple versions of the stand and supplies that players can have access to relatively early in the game. If players could make a stand with iron instead of a blaze rod, powdered charcoal instead of blaze powder which could only brew maybe two potions per fuel, then they could make few potions that can use an alternate base (perhaps fermented beets to give those things an actual use?). These low tiered potions would not be able to be enhanced, and again not all potions could be made like this.
Then you have the standard blaze rod stand and powder which would act largely as it does now. But then, there is also something in the End which can be used to enhance the blaze rod or the stand itself which allows for advanced brewing, adding extra boosts and effect to potions, and perhaps a couple extra unique potions (a chorus fruit potion which allows for at-will teleporting (with a short cool down) for a limited time?).
Then some new potions would cap off this update very nicely, like a potion of flying, lava walking, nulling, etc
