make minecarts faster

i speak for us camman18erz when i say make minecarts faster.

in 1.9 we got the elytra and since fireworks its been op and makes other transportation useless

and minecarts at full speed are a bit faster than sprint jumping and its only 8 blocks per second

so make it faster PLEASE
