It would be interesting if the durability would have degradation, as with batteries on phones or other devices. This, over time, the durability of the same pickaxe decreased, and it was necessary to make a new one or actually repair it through an anvil.
Consider it as a mechanic that your sword becomes tight or the metal deforms/loses its shape. I think the example is clear. Let's say for 10 times of complete repair through Mending, losing 100 of real durability is not so critical, especially when you go to mine resources in large volumes with 5+ picks/shovels, and it will not be difficult to repair the durability back for the 1 diamond (or other resource, respectively).
If we didn't have Mending before, and you had to spend diamonds or combine 2 picks, thereby you returned the "perfect" look of your tool. Now, you're fixing it with experience, in fact nothing valuable. Therefore, it would be more interesting and balanced to lose the physical durability of the tool over time, but to be able to repair it with experience.
