The Bow is vastly superior to the crossbow in terms of damage and enchants that can always be useful during combat in comparison to the crossbow's situational ones. My solution to this is the frost enchantment. Adding this to the crossbow would make all arrows shot from the bow have the frost effect which would temporarily freeze players/ mobs for 0.5 seconds to 1 second and of course damage the player like the freezing effect. Additionaly The frost enchantment would also grant the arrows the ability to turn a 3×3 block radius into powder snow for 3 seconds. This would make the crossbow a more viable option to the bow as the ability to create powder snow temporarily in a small radius can be used defensively as well as offensively during pvp. It would also facilitate players being more creative when creating traps and would make the crossbow more threatening since players would now have to be more selective and vigilant when fleeing from a frostbow or fighting a frostbow user at close range. In order to avoid the powder snow radius ability being to overpowered/ troublesome I would have the effect only affect one layer of blocks below the surface and two layers of blocks above. This makes sense as most Minecraft worlds and pvp battles occur in worlds that aren't flat so the enchantment would have more viability while not being too annoying to players on the receiving end. Additionaly arrows shot at flat strips of block would only turn to powdered snow 1 block layer below.
