In each item has an enchantability value, that determines the enchantments that appear on the Enchanting Table while enchanting that item
However, this doesn't change the current state, since people tend to obtain enchantments from villagers and apply them using an anvil
The differentiation regarding enchanting is a cool idea that hasn't been expanded, so here I propose a few ideas to make certain sets a better choice for enchanting
Enchantment level
Each tier would allow the enchantments to go to a certain level: for example, if a sword is made of a certain material, it could have Sharpness VI, while another made with a different material only Sharpness II
Gold would have the highest level (6) followed by Netherite and Diamond (3), Iron, Chainmail (2) and Leather (1)
Enchantment amount
Each tier would allow only a certain number of enchatments, forcing the player to choose the enchatments the want to have.
Gold would have the most enchantments, followed by Netherite, Diamond, Iron and Chainmail and Leather
Enchanting cost
Each tier would have a multiplier, which will determine the cost of enchanting the item
Gold would have a multiplier of 1x, Netherite of 1.5x and all other armors a multiplier of 2x
These changes would create a system where the player can't have all, but are forced to choose what they want: if they want just a strong and durable armor, they can have Netherite, but if they want a well enchanted armor, they have to sacrifice the durability and defense for the flimsy Gold
