Very simply, if snow tries to generate on top of a leaf, or on snow that is on a leaf, it has a 50% chance to go through the leaf and place snow on the ground beneath it. This simply allows snow to fall through trees and onto the ground below, removing those ugly snowless patches.
On world generation, snow is placed on every available spot (i.e., places snow underneath all leaves).
If you're wondering, the logic behind this is that IRL there isn't a perfect silhouette of the tree underneath it after it snowed. And since leaves are only semi-solid really, the snow can pass through.
