The Minecraft 1.21 Forests and Fossils Update would focus primarily upon expanding forests and archaeology. Forests are some of the most common biomes in the game, and as a result, most of players time will be spent in some sort of forest biome. Likewise, players love mining and discovering new things, which would play perfectly into the archaeology theme of this update.
As for content added,
The forests aspect of the update would primarily introduce one or two new forests biomes, or one new forest biome plus improvements to existing forest biomes. If I had to choose a perfect biome to be compatible with the archaeology aspect, I'd choose Maple Forests for reasons I will discuss later. Maple Forests would add Maple Trees, which are lovely for builders as they are the only way to get orange, autumnal leaves, and they introduce a beautiful new type of wood. Within Maple Forests would be the new mob, the Grizzly Bear, who loves nothing more than honey.
The archaeology aspect of the update would introduce the long-awaited system of digging up shards of clay to turn them into pottery. This is nice enough on its own, but wait, we have grizzly bears who love honey. Why don't we store honey in a pot to feed it to the bears? What a lovely idea. Other archaeological improvements could be made, perhaps new features with the newly announced Sniffer mob.
There is a character limit so I can't go any more in depth, but these would be the fundamental pieces of content added by the update.
